Your Multi-Cloud Strategy Is Probably Costing You Double
Let me tell you something uncomfortable. That multi-cloud strategy your team adopted for "avoiding vendor lock-in" and "improving resilience"? It is almost certainly costing you twice what a single-cloud setup would. And the worst part is, you cannot see it.
Here is why. When you run workloads across AWS, Azure, and GCP, you are not just managing three cloud bills. You are managing three completely different billing models, three different discount structures, three different ways of hiding costs in places you would never think to look. And the gaps between those systems? That is where your money disappears.
Flexera's 2025 State of the Cloud Report found that 87% of enterprises now run multi-cloud. But the same report showed those organizations waste an average of 28% more than single-cloud companies. That is not a coincidence. Multi-cloud multiplies complexity, and complexity is where waste breeds.
This post is going to show you exactly where that waste hides and give you 7 strategies to cut it. Some of these are tactics that took us years of working inside client environments to figure out. You will not find them in your cloud provider's documentation, because your cloud provider benefits when you do not know about them.
Why Multi-Cloud Makes Cost Optimization So Much Harder
Before we get into solutions, you need to understand why the problem is fundamentally different from single-cloud optimization. It is not just "more of the same." It is a different category of challenge.
The Visibility Black Hole
Each cloud provider gives you excellent visibility into their own costs. AWS Cost Explorer is great for AWS. Azure Cost Management is great for Azure. Google Cloud Billing is great for GCP. But none of them show you the full picture.
When your payment processing runs on AWS, your analytics pipeline runs on GCP, and your enterprise customers require Azure, no single dashboard tells you the truth. You end up with three partial views and zero total understanding.
The Cross-Cloud Tax Nobody Budgets For
Every time data moves between clouds, you pay egress fees. AWS charges $0.09/GB out. GCP charges $0.08 to $0.12/GB depending on destination. Azure varies by region. These fees look tiny on paper but compound savagely at scale.
One pattern we see constantly: a company runs their primary database on AWS and their analytics on GCP BigQuery. Every night, they sync 500GB of data. That is $45/day just in egress. Multiply by 365 and you are burning over $16,000/year on a single data pipeline that could be restructured to cost nearly zero.

The Discount Fragmentation Problem
On a single cloud, discount optimization is straightforward. You analyze usage, buy Savings Plans or Reserved Instances, and capture the discount. On multi-cloud, it becomes a chess game.
If you over-commit on AWS reserved capacity but your team shifts workloads to GCP mid-year, those reservations become expensive deadweight. If you under-commit because you are "keeping options open," you pay on-demand rates that are 40% to 72% higher than they need to be.
Most teams solve this by under-committing on everything and overpaying everywhere. That is the default, and it is incredibly expensive.
Strategy 1: Build a Single Pane of Glass (And Actually Use It)
The first thing you need is unified visibility. Not three dashboards stitched together. One view that shows total spend, spend by cloud, spend by team, and spend by workload. All in one place.
Here is what that view needs to include at minimum:
- Total daily and monthly spend across all clouds with trend lines
- Cost per team or business unit with consistent tagging across all three providers
- Commitment utilization rates for every Savings Plan, Reserved Instance, and Committed Use Discount
- Data transfer costs broken out separately (this is the line item most teams bury in "networking")
- Untagged resource spend as a percentage of total (if this is above 15%, your allocation data is unreliable)
The tool you use matters less than the discipline of looking at it. Apptio Cloudability, CloudHealth by VMware, and Vantage all do this well. Even a custom BigQuery dashboard pulling billing exports from all three clouds works if you maintain it.
The critical move is this: designate one person (not a team, one person) as the owner of this view. They present it weekly. They flag anomalies. They track trends. Without that ownership, the dashboard becomes shelfware within two months.
Strategy 2: Standardize Tagging or Accept Permanent Blindness
I know tagging sounds boring. It is the broccoli of cloud financial management. But here is the reality: without consistent tags across all three clouds, you literally cannot do multi-cloud FinOps. Everything else falls apart.
The problem is that each cloud has different tagging limits, naming conventions, and enforcement mechanisms. AWS allows 50 tags per resource. Azure allows 50. GCP allows 64 labels. The syntax rules differ. The inheritance behavior differs. And teams on each cloud develop their own conventions independently.
Here is the tagging standard that actually works in practice:

The secret most teams miss: enforce tagging at deployment time, not after. If a resource gets created without required tags, the deployment should fail. AWS has Service Control Policies for this. Azure has Policy. GCP has Organization Policies. Use them.
Every untagged dollar is an unaccountable dollar. And unaccountable dollars have a way of growing quietly until they become your biggest cost center.
Strategy 3: Architect for Cost at the Network Layer
This is the strategy that separates multi-cloud teams saving 40% from teams saving 10%. And almost nobody talks about it because it requires architectural changes, not just operational tweaks.
The biggest cost multiplier in multi-cloud is data movement. Not compute. Not storage. Data movement. And most architectures are designed for functionality first and data flow efficiency never.
Here is what cost-aware multi-cloud architecture looks like:
Keep Data and Compute Together
If your ML training runs on GCP, your training data should live on GCP. If your transaction processing runs on AWS, your transactional database should be on AWS. This sounds obvious, but we see violations of this principle in nearly every multi-cloud environment we audit.
The fix is not always simple. Sometimes data needs to be in multiple places for different workloads. In those cases, use asynchronous replication with batched transfers during off-peak hours (when some providers offer lower egress rates) rather than real-time sync.
Use Cloud-Native Interconnects
AWS Direct Connect, Azure ExpressRoute, and Google Cloud Interconnect provide private network paths between your clouds that are cheaper and faster than public internet transit. If you are moving more than 5TB/month between clouds, the interconnect pays for itself.
Consolidate Egress Points
Rather than having every service talk directly to resources in other clouds, route cross-cloud traffic through a centralized gateway. This lets you compress, batch, and cache data transfers. One team we worked with reduced their cross-cloud data transfer by 73% just by adding a caching layer at their egress points.

Strategy 4: Run a Cross-Cloud Commitment Strategy
Here is something that will save you tens of thousands of dollars per year, and I rarely see anyone do it properly.
Most teams manage commitments (Reserved Instances, Savings Plans, Committed Use Discounts) independently per cloud. The AWS team buys AWS commitments. The GCP team buys GCP commitments. Nobody coordinates.
The result is predictable. Over-committed on one cloud, under-committed on another. Paying on-demand rates for stable workloads that should be committed. And nobody has the full picture to fix it.
A cross-cloud commitment strategy works like this:
Step 1: Map Your Stable Baseline Per Cloud
Look at 90 days of usage data. For each cloud, identify the minimum resource level that is always running. That is your commitment floor. Everything above that floor is variable and should stay on-demand or spot.
Step 2: Commit to 70% of Your Baseline
Do not commit to 100%. Workloads shift. Teams migrate services. A 70% commitment gives you a strong discount while leaving room for flexibility. The remaining 30% of your baseline runs on-demand, and your variable load runs on spot or preemptible instances.
Step 3: Rebalance Quarterly
Every quarter, re-evaluate. If your AWS baseline dropped because you moved a workload to GCP, adjust your next commitment cycle. If GCP usage grew, increase your committed use discounts there.
Step 4: Use Convertible Commitments When Available
AWS Convertible Reserved Instances and GCP Committed Use Discounts with flexibility let you change instance types without losing your discount. Pay the small premium for convertibility. In multi-cloud, your workload mix will shift, and rigid commitments become expensive mistakes.
This approach typically saves 25% to 35% on committed workloads while avoiding the over-commitment trap that catches most multi-cloud teams.
Strategy 5: Eliminate the Multi-Cloud Zombie Problem
Zombie resources are a problem in any cloud environment. But in multi-cloud, they are significantly worse because nobody has visibility across all three providers simultaneously.
Here is the pattern. A team spins up resources in Azure for a proof of concept. The POC finishes. The team moves on. Six months later, those Azure resources are still running, costing $3,000/month, and nobody knows they exist because the team that created them only checks AWS dashboards day to day.
This happens constantly. And it compounds because each cloud has its own flavors of zombie resources:
AWS zombies: Detached EBS volumes, idle NAT gateways, unused Elastic IPs, forgotten RDS snapshots, empty S3 buckets with versioning enabled (storing millions of delete markers)
Azure zombies: Orphaned managed disks, unused public IP addresses, empty App Service plans, inactive Azure SQL databases with premium tiers
GCP zombies: Persistent disks not attached to any instance, idle Cloud SQL instances, unused static external IPs, forgotten Pub/Sub subscriptions accumulating unacknowledged messages
The solution is a cross-cloud resource audit that runs automatically, not quarterly. Set up a weekly automated scan that flags any resource meeting these criteria:
- CPU utilization below 5% for 14+ consecutive days
- Zero network traffic for 7+ days
- No API calls or connections for 7+ days
- Tagged with an expiry date that has passed

The move: Run a zombie audit across all three clouds this week. We guarantee you will find at least 5% to 10% of your total spend going to resources nobody is using.
Strategy 6: Build a FinOps Guild (Not Just a Dashboard Team)
Tools give you data. People make decisions. And in multi-cloud, the decisions are too complex for any single team to make alone.
A FinOps guild is a cross-functional group that meets weekly to review cloud spend, make optimization decisions, and hold teams accountable. Here is why this matters more in multi-cloud than single-cloud:
In single-cloud, one infrastructure team usually owns the bill. They have the context to understand why costs changed. In multi-cloud, no single team understands all three bills. The AWS team does not know what happened on GCP last week. The platform team does not know why Azure costs spiked.
The FinOps guild bridges these knowledge gaps. Here is how to structure it:
Membership
- One representative from each cloud team (AWS, Azure, GCP owners)
- One finance partner who understands cloud billing
- One platform/infrastructure lead who understands the architecture
- One engineering manager who can prioritize optimization work
Weekly Meeting (30 Minutes)
- Review top 5 cost changes from the previous week across all clouds
- Discuss any anomalies or unexpected spend
- Review progress on active optimization initiatives
- Decide on any new commitments or rightsizing actions
Monthly Deep Dive (60 Minutes)
- Full cross-cloud spend review with trend analysis
- Commitment utilization and rebalancing decisions
- Modernization progress and cost impact assessment
- Forecast vs actual analysis
Quarterly Business Review
- Unit economics trends (cost per customer, cost per transaction)
- Alignment with business growth targets
- Upcoming infrastructure changes and their cost implications
- Budget planning for the next quarter
The guild model works because it creates shared accountability without creating a bottleneck. Teams still own their cloud resources. But they are accountable to the guild for the cost of those resources.

Strategy 7: Modernize the Expensive Workloads First
Here is a prioritization principle that sounds simple but changes everything: modernize based on cost, not complexity.
Most modernization roadmaps prioritize by technical debt or risk. That makes sense for reliability. But if your goal is cost reduction (and in multi-cloud, it should be a primary goal), you need to flip the order.
Find your 5 most expensive workloads across all clouds. For each one, answer three questions:

Is it right-sized? Most workloads are provisioned at 2x to 5x their actual resource needs. Right-sizing alone can cut costs by 30% to 50%.

Is it on the right architecture? A monolithic application running on oversized VMs could cost 3x to 5x what it would cost as containers on Kubernetes or as a serverless deployment.

Is it on the right cloud? This is the question only multi-cloud teams can ask. Sometimes the cheapest option for a specific workload is a different provider than where it currently runs. GPU compute pricing, for example, varies dramatically between AWS, Azure, and GCP depending on instance type and region.
The modernization path that delivers the fastest ROI in multi-cloud:
Containerize and Consolidate
Move workloads from VMs to Kubernetes. Then use a tool like Karpenter or CAST AI to automatically bin-pack and right-size your nodes. Containerized workloads on well-optimized Kubernetes clusters typically cost 40% to 60% less than the same workloads on VMs.

Go Serverless for Bursty Workloads
Any workload that sits idle more than 50% of the time is a serverless candidate. Event processing, scheduled jobs, webhooks, and infrequently called APIs all fit this pattern. Serverless eliminates idle costs entirely, but watch out for the gotchas in our serverless cost optimization guide.
Use Spot and Preemptible for Fault-Tolerant Work
CI/CD pipelines, batch processing, data transformation, and ML training jobs can all run on spot instances. The savings are dramatic (60% to 90% off on-demand), and modern orchestration handles interruptions gracefully.

The move: List your top 5 most expensive workloads. For each, estimate the cost on a modernized architecture. If the gap is more than 30%, that workload goes on the modernization roadmap immediately.

- FinOps insights inform product pricing and packaging
The Real Talk on Multi-Cloud FinOps
Let's be direct about something. Multi-cloud is expensive by nature. Every additional cloud provider you add increases complexity, increases the surface area for waste, and makes optimization harder.
That does not mean multi-cloud is wrong. There are legitimate reasons to run on multiple providers. Regulatory requirements, best-of-breed services, acquisition-driven diversity, and customer demands all justify multi-cloud.
But you need to go in with your eyes open. The "avoid vendor lock-in" argument alone rarely justifies the 20% to 40% cost premium that multi-cloud introduces. If you are running multi-cloud, make sure the business value exceeds that premium. And then use the 7 strategies in this post to shrink that premium as much as possible.
The teams that do this well turn multi-cloud from a cost liability into a competitive advantage. They place workloads on whichever provider offers the best price-performance for that specific use case. They negotiate better deals because providers know they can shift spend. And they build resilience that single-cloud teams simply cannot match.
But that only works if you have the visibility, discipline, and architecture to manage it. Without those, multi-cloud is just a more expensive way to waste money.
